Environmental impact of the portside plant on the city

Currently, many experts and scientists are concerned about the environmental impact of the Ventspils Portside Plant (VPZ) on the city. In this regard, a special government commission has been established. In case of termination of ammonia exports through the VPZ and the port of Ventspils, a decision may be made to direct the entire flow of ammonia through the OPZ and the port of Yuzhny with all the consequences that follow from this. It is also worrying that the warranty period of the equipment and the warranty service provided by foreign companies at this plant have been exhausted, and malfunctions and breakdowns are becoming quite real and even "expected".


Last autumn, Odessa hosted the Grand Ecological Council, a visiting meeting of the Union of Scientific and Engineering Societies of the USSR. Excerpts from the proposals of this council under the heading "On improving the environmental situation in the Odessa region" are noteworthy: "Currently, 4 liquid ammonia storage facilities at the portside plant, built with the assistance of foreign companies, contain only 120 thousand tons of this dangerous product. If a leak occurs, the range of the cloud of toxic fumes reaches 35 km (the radius of the city of Odessa is 17 km)."


The final lines of this document say: "Considering the above, we consider it necessary to stop further increasing the capacity of the OPZ, while conducting appropriate studies to resolve the issue of repurposing or dismantling the OPZ, built in violation of the regulations on the three-kilometer resort area, in unacceptable proximity to the millionth city. The Council of Ministers of the Ukrainian SSR was recommended to take urgent measures to remove people from the sanitary area of the plant. It is high time for the competent authorities to review foreign trade contracts based on the exploitation of the USSR's natural resources, which is unprofitable for our country."


World-renowned scientists (B. Laskorin, N. Moiseev, and others) draw attention to the potential danger to residents of the areas adjacent to the OPZ from an ammonia pipeline with a pressure of 80 atm. and from the production of ammonia cargo operations. So far, despite the relevant decisions, residents of the Novye Belyary settlement located in the sanitary zone of the plant have not been resettled. In their opinion, not all the circumstances and problems related to the activities of the OPP are known to residents of Odessa, and probably even to regulatory and governing bodies and services.


Publications in other local, republican and central newspapers are also full of concern about the fate of Odessa. The Black Sea Shipping Company, which owns the Yuzhny port, also did not stand aside. On June 10, 1987, at a meeting of the Shipping Company's Council (Protocol No. 7), when discussing the scheme for the development of the enterprise until 2005, it was noted that the environmental aspects of the problem, which are extremely important and often crucial for the region under consideration, were not taken into account when considering the development of the port.


The Council's decision is worth quoting: "The Shipping Company considers it a mistake to create a portside factory in the immediate vicinity of Odessa. In this regard, we consider it timely to thoroughly and comprehensively consider the issue of stopping the production of methanol and nitrilacrylic acid and converting the plant to environmentally friendly products... Special developments are needed on the expediency of replenishment by gas carriers and chemical carriers. At the same time, the main focus should be on the economic side, given that Odessa and its seaside areas are a resort area."


Despite such categorical statements by scientists, specialists and the close attention of the press to the environmental situation in the Odessa region, no practical steps have been taken.
